Job Description

This position falls within the Operations Team, which is responsible for the development, award, and management of construction, consultancy and services contracts.  The day-to-day roles and responsibilities of a contract manager will vary depending on location, type of project and size, and will include duties that are essential to the successful management and execution of contracts on behalf of PMD.

The overall requirements generally include the following:

• Attention to detail and the ability to spot errors and inconsistencies
• Excellent reading and language comprehension
• Ability to work with a team at all levels of a PMD group of companies
• Effective ability to negotiate and execute contracts
• Proven management and leadership skills
• Exceptional communication skills (oral and written)

Roles and Responsibilities

• Contracts (various: including formal, short form, and annual contracts)—Drafting, Evaluation, Negotiation and Execution
• Work with different levels of personnel within an organization to analyze and solidify an overall contract strategy  
• Serve as the point of contact for customers on contractual matters. Act as contractual “middleman” between PMD, contractor and customers, ensuring timely review and approval / reconciliation of variations.
• Coordinate actions with procurement and legal teams, if needed
• Report status of current contract processes to Head of Projects
• Resolve any existing contract conflicts
• Create language standards and rules for existing and new contracts
• Serve as a liaison between internal and external parties during contract development and negotiation stages
• Maintain contractual records and documentation such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports and other documents for all projects.
• As needed, provide guidance on contract matters to project managers or other operational staff, including training to new project managers and other employees in contracting practices and procedures.
• Develop and implement procedures for contract management and administration in compliance with PMD policy. As appropriate, contribute to or influence company policies.
• Ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness, interpretation to support implementation.
• Handle on-going issue and change management
• Monitor transaction compliance (milestones, deliverables, invoicing etc.)
• Ensure contract close-out, extension or renewal.
• Negotiate terms, conditions and pricing, and ensure they are accurately executed and satisfied
• Follow up to guarantee contractual payments have been made
• Analyze potential risks that contract changes may pose to the organization
• Study and analyses any claims raise by contractor and prepare appropriate response /  resolution ways
As a Tendering Manager the successful candidate will perform the following tasks and roles but not limited to;
• Perform pre-qualification of contractors in terms of capabilities, capacity and financial standing
• Prepare and issue “Request for Proposal (RFP)”, “Request for Quotation (RFQ)” packages and handle bidders queries and correspondence (Technical wise)
• Coordinate bid meetings along with Procurement representation
• Prepare bid comparison summary and award recommendation in terms of technical capability
• Prepare and issue Draft contracts and handle the associated administration
• Coordinate communications to and from contractors pertaining to the execution of their assigned contracts
• Prepare and issue tender bulletin (Technical wise)
• To work with management to prepare consolidated reports and address any specific problems or concerns related to individual projects and / or PMD staff functions.
• To work with engineers to coordinate workload and tender documents preparation
• To provide direct input to proposals, client presentations and contract negotiations
• To ensure that both EPC and O&M scope are clearly identified and complied with in respect to commercial, technical & contractual requirements.
• To identify and develop alliances with Engineering Consultants and to meet with clients, represent the Company at pre tender meetings for tender clarification, negotiation and optimization of work scope.
• To understand and identify the scope, terms and conditions of the Request for Proposal (RFP) and determine the risks and contingencies through structured risk analysis and to manage the delivery of Proposals that meet the objectives of the RFP.
• To manage teams to develop tenders and bids for future work for the Company and to directly ensure all tender and contract development activities are in accordance with company procedures and technical work instructions
• To contribute data to recommendation of Bid / No Bid based on schedule restraints, incompatibility with strategic objectives, risk profiles and advise Department management on proposal status, bidding strategy
• To coordinate work with operations and other support services to develop direction and guidelines for preliminary and final operations Project Execution Plan (PEP) to ensure schedules, critical milestones and procurement deliverables are met, according to tender requirements
• To interface with EPC contractors, PMC contractors and Sub contractors on scope as a representative of the Company and to develop and hand over to Operations complete packages

Basic Job requirement:

• A completed and relevant Bachelor and/or Master Degree
• Minimum of 8+ years’ experience in contracts management and administration
• General Legal knowledge is preference
• Excellent command of the English, Russian and Azerbaijani languages (both written and verbal)
• Excellent command of Microsoft Office
• Presentation and communication skill high level is MUST
