Purchasing Manager

Location: Gazakh Cement, Azerbaijan

The purchasing manager is responsible for the procurement and purchasing of HGC - in his / her role he / she reports directly to the general manager in charge. His / her direct reports are the procurement specialists and the custom specialist for imported goods and services.

OVERALL MISSION

• Prepare forecasts and purchasing budgets (yearly, monthly, adjustment)
• Coordinate the supplies of raw materials, consumables, fuels and spare parts as well as production and maintenance services based on purchase requests provided by the operations
• Manage purchases to the reasonably lowest possible price in time
• Ensure the compliance to purchasing procedure
• Develop supply market intelligence and create supplier competition
• Constantly aim at the best performances controlled by the respective KPIs
• Ensure the safety and development of his personnel
• Contribute to the reliability and availability of the plant equipment

RESPONSIBILITIES

• Ensure timely supply of goods and services
• Put forward annual and monthly purchasing programs / purchasing plans and adjust them as necessary
• Prepare and submit annual purchasing budgets for standard and non-standard goods and services
• Decide which adjustments and modifications are necessary in process management to optimize the purchasing performance
• Optimize working capital in inventories together with production and maintenance
• Contribute to technical shutdowns and overhauls by early involvement into the planning process
• Perform purchasing team management by defining missions and objectives of his workforce, carry out their performance reviews, promote the quality of the work and motivate his personnel, develop their skills

PROFILE OF NECESSARY COMPETENCIES / SKILLS

• Educational background & Experience
o Engineer degree specialized in process, mechanical or electrical engineering
o Alternatively, economist in metallurgical, mineral or process industry
o Min 5-year experience purchasing / procurement in industrial sector
o Proven skills managing people

• Languages
o Azerbaijan: fluent
o Russian:  upper intermediate to fluent or native
o English: advanced/fluent

• Business skills
o Extensive market knowledge for supply markets for minerals manufacturing industry (steel, chemicals, mining, building materials, metallurgical)
o Negotiation skills
o Good knowledge of industrial manufacturing processes
o Good knowledge of product quality parameters and of quality control tests
o SAP PM/MM key user or min 5 years work experience with SAP PM/MM or similar
