The Role’s Purpose:

The HSE Manager for the Caspian Area is responsible for providing HSE direction, leadership and support to LIGHTHOUSE’s branch offices in the Region (Azerbaijan and Kazakhstan) and ensures the compliance of the daily activities with LIGHTHOUSE overall HSE management system and with local legislations.

Key Areas of Responsibility:

• Support regional offices and regional projects (mostly offshore) conducting, documenting and following-up on HSE compliance audits, researching regulatory HSE requirements and providing compliance direction;
• Review and conform the regional HSE policies and HSE procedures in accordance with the Company overall HSE system;
• Support the company headquarters HSE department for the continuous improvement of the overall Company HSE system (including HSE manual);
• Issue Company HSE policies in local languages and make sure those are well understood by the local staff;
• In collaboration with the Regional Quality Department, continue to work towards developing an integrated QHSE system;
• Collect, analyse, and report HSE data for regional locations. Perform or assist in accident and near miss investigations and communicate any lessons learned;
• Performs analysis of statistical HSE data and puts together annual HSE Reports;
• Update and maintain HR/HSE database with all required certification for regional and international staff and contractors used in projects.
• Provide continuous training on HSE topics to regional staff;
• Conduct weekly safety pills to the regional staff to reinforce communication on HSE topics;
• Mentor site safety professionals and observers;
• Overall responsible for the HSE compliance of LIGHTHOUSE Caspian operations and projects;
• Together with the Regional Management, act as main point of contact for any emergency/incident which involve LIGHTHOUSE personnel (and its Sub-contractors), at office, warehouse or any operational sites;
• Handle all project HSE documentation, including preparation of project HSE plan, Project Risk Assessment, ERP & MEDEVAC and Bridging documents; Review all documents with company headquarters prior to approval
• Act as Company’s interface with the Client’s HSE department;
• Establish KPI indicators for Sub-Contractors in order to assess project performance
• Supervise, monitor and asses HSE performances of LIGHTHOUSE’s Sub-Contractors and make sure Company/Client’s policies and procedures are strictly followed;
• Assist the Procurement Department and perform HSE assessment of Sub-Contractors/Suppliers during the selection phase;
• Conduct project briefing and debriefing together with regional Quality Manger
• Assist the Sales Department in providing HSE documentation requested during tender phase and participate at tender review, when required;
• Assist/support recruitment of local HSE resources as required;
• Ensure Company staff are provided with required PPE (Protective Personnel equipment) when operating at the site;
• Ensure project team is provided with mandatory safety courses as required by Company/Client or by local laws;
• Undertake periodic safety tours, site visits and inspections to the local sites as required;
• Conducts internal audits within regional offices and operational sites;

Mandatory Experiences and Requirements:

• High school diploma and/or degree in geophysics/geology, engineering or related discipline and/or equivalent professional accreditation;
• At least 3 years’ working experience as HSE Manager or Superintendent within the upstream sector of OIL&GAS industry, alternatively at least 5 years’ working experience as HSE Advisor for offshore projects;
• Good knowledge of the local Health & Safety legislation, OHSAS 18001, ISO 14001 and others specific and international standards;
• NEBOSH or other additional professional qualifications in HSE Management System, preferable;
• Advanced English Speaking, Writing, Reading, Listening;
• Advanced Russian Speaking, Writing, Reading, Listening;
• HSE policies and procedures writing proficiency;
• Good usage of Microsoft Office Package;
• Avalabilty to travel between regional offices with short notice;
• Avalability for short-period visit at working site (offshore);
• Unrestricted ability to travel abroad;
• Strong/excellent leadership/organisation and communication skills;
• Good problem-solving skills;
• Ability to effectively manage own workload, and work within given timescales, ensuring project requirements are met;
• Ability to work effectively in a multi-national and multi-cultural work environment;
• Ability to independently manage multiple assignments, determine and set job task priorities and work with limited direct supervision.
