Background

Local Governance Assistance Public Union is implementing “Modernization of Barda Vocational Lyceum (BVET)” project in the framework of Modernizing Vocational Education and Training (VET) Centres in Azerbaijan program financed by European Union. The overall objective of the Action is to “modernize vocational education and training in BVET in line with European standards and practices”.

Definition

Under the guidance and supervision of Project Director, the VET Development Specialist will be responsible for the preparation, management and reporting on activities within the Component framework “Institutional and organizational capacity of BVET” and “Financial sources for sustainable operation” aimed at upgrading BVET organizational structure and operational procedures, identifying and mobilizing financial resources for sustainable operations, and help BVET with financial planning, generation of additional financing especially from the private sector, and promote effective and efficient financial management.

Duties and responsibilities

 Provide support in improving institutional capacity and management system in BVET;
 Arrange and manage integration of pilot curricula to educational process of BVET;
 Submit recommendations to Project Director on institutional and technical improvement of BVET; 
 Ensure timely submission of all periodic reporting (monthly, quarterly, annual) and requested information, feedback or comments to Project Director;
 Support Business Relations and Partnership Specialist in Barda in the implementation of activities that are related to identifying and mobilizing financial resources for sustainable operation of BVET.
 Undertake field visits frequently;
 Coordinate timely and adequate implementation of activities under the Action Plan;
 Undertake any other tasks that lead to attainment of project outputs;

Required skills and experience

Education:

 University degree in Education or Public Administration or Management and other respective fields;

Experience:

 Adequate experience in development and/ or implementation of education programs or trainings, preferably in vocational education area, or other relevant field at national or international level;
 Skills and experience of design, delivery and evaluation of effective training and  development to a strategic level;
 Prior experience in international organizations (including but not limited to EC, UN Agencies etc.) is an asset;
 Highly organized with strong administration skills and experience of managing a busy workload and effectively meeting short and long term priorities;
 Proficient in MS Office (esp. Power point);

Language requirements:

 Proficiency in English;
 Russian will be an advantage, but not requirement;
