Background

Local Governance Assistance Public Union is implementing “Modernization of Barda Vocational Lyceum (BVET)” project in the framework of Modernizing Vocational Education and Training (VET) Centres in Azerbaijan program financed by European Union. The overall objective of the Action is to “modernize vocational education and training in Barda Vocational Lyceum (BVET) by enhancing quality, equality, relevance and access in line with European standards and practices”.

Definition

Under the guidance and supervision of Project Manager and Project Director, Business Relations and Partnership Specialist is responsible for the development of business relations with private sector and employers, identify new revenue sources for BVET through partnerships with various donors and coordinate the work of Advisory Board of BVET. Under the guidance and supervision of Project Director and Project Manager, business relations and partnership specialist will identify and mobilize financial resources for sustainable operations, and help BVET with financial planning, generation of additional financing especially from the private sector, and promote effective and efficient financial management.

Duties and responsibilities

 Manage organization of on financial planning methods and tools and formation of BVET fundraising team;
 Conduct workshops on financial planning and fundraising for BVET fundraising team;
 Responsible for development and management of BVET Fundraising Plan;
 Identification of income generating activities - fee-based expert services and training courses and selling products;
 Identify funding opportunities from donor organizations and sponsors and prepare Partnership Prospectus for each one;
 Improve financial health and sustainability of Barda Vocational Lyceum, through diversified revenue streams from local and regional sources;
 Consult with the project manager in the implementation of activities that are related to identifying and mobilizing financial resources for sustainable operation of BVET.
 Participate in project steering committee meetings and provide the representatives of the concerned institutions with technical inputs regarding the activities;
 Responsible for building relationship with private sector in Barda;
 Ensure timely and adequate implementation of project activities under the Action Plan;
 Undertake visits to Barda and surrounding districts frequently;      

Required skills and experience

Education:

 University degree in Business Administration, Public Administration, Finance, Economics or other related fields;
Experience:
 Adequate experience in design and/or implementation and/or monitoring of business development services,
 Specific experience in development projects focusing on vocational training and competency development and/or business development and/or enterprise/ private sector development or entrepreneurship.
 Strong time management ability to meet deadlines, and coordinate a variety of activities simultaneously;

Language requirements:

 Working knowledge of English;
 Russian will be an advantage, but not requirement;
