BACKGROUND

EU funded “Modernization of Barda Vocational Lyceum (BVET)” project (hereinafter referred as “the Project”), implemented by Local Governance Assistance Public Union is seeking a company / consultant to develop a project website and to provide website maintenance services.

LGA focuses on social, economic, educational and community development and has built expertise in vocational education, adult education, rural economic growth, community development and youth engagement. The project that LGA implements has been set up to contribute to the overall economic and social development in the region and provide equal opportunities for youth interested in high-quality vocational education through achieving through:

1. Build institutional and organizational capacity of BVET
2. Introduce demand-driven and competency-based curricula
3. Identify and mobilize financial resources for sustainable operations of BVET
4. Strengthen the technical capacity of BVET management, teachers and instructors
5. Contribute to the modernization of existing infrastructure and facilities
6. Enhance BVET as a “center of excellence” and “business and social partner” for employers and community.

The website will act as a tool to raise awareness of and to promote the “Modernization of Barda Vocational Lyceum (BVET)” project in order to support its success, sustainability and visibility in the target regions. It will also be used as a tool for communication and collaboration between the relevant education representatives for the sharing of expertise, knowledge and resources to strengthen the network of professionals, students and information to the public in vocational education in Barda and surrounding regions- Aghdam, Ter-ter, Yevlakh, Aghcabedi, Beylegan, Goranboy and Aghdash.

OBJECTIVES

The main objectives of the creation of a website dedicated to the project is following:
• To provide timely, relevant and accessible information about the progress on achieving the project outcomes;
• To give information about enhancement of BVET as “A center of excellence” and “Business and social partner” for employers and community;
• To provide news and updates on the work of the project;
• To promote and stimulate management team and teachers of BVET, current and prospective students and private sector and employers ‘engagement in the implementation of the “Modernization of Barda Vocational Lyceum (BVET)” project;

SCOPE OF WORK

The hired company / consultant Agency will be required to create a web page ensuring the completion of following tasks within the timeline (listed below with priority):
Technical components
 Interactive, appealing, highly user-friendly and responsive web design;
 Average site load-time should be reasonable;
 User- friendly search engine;
 Content Management: The solution should allow authorised project staff or appointed personnel to edit and update the website including the ability to create, remove, edit and publish content;
 Social Network Integration;
 Site Statistics/Management Reports: The solution should provide authorised users with a number of relevant reports, for example user registration, site usage, key interests/topics being discussed within the collaborative spaces and other relevant statistical data;

Features of the website

About the project: To share detailed information about the project and outcomes which will be provided by the project team

Section of news: To create a section for news archive, information about upcoming events; press announcements

Partners: To share given information about partners of the and their roles and engagement in the implementation of the project

Search: To create Basic and Advance Search

Survey & Poll: The website should be able to conduct a survey of around 10 to 20 questions and Polling / voting system should also be available.

Discussion Forum: The website should be capable of hosting a quick and basic level of discussion with and w/o moderation of comments

Archive: Customized and automated Archival of documents, articles, data, video, discussions, polls, survey etc.

 Generating auto thumbnail for quick view in the photo gallery;
 Download photographs
 Share / send via email link and photograph(optional)

DESIGN

 Provide an aesthetically and visually appealing website design which is easy to maintain and update
 Create sections to manage and publish the searchable research material, event reports, publications, photo gallery, video gallery, recent updates
 Create a section to share and update information about the project activities

Website maintenance:

 Set up Website content-Web site content updates: the contracted web development company will be responsible for setting up and maintenance the website on monthly basis. The content will be provided by the project team;
 The contracted web development company will maintain full backup of the web site through the duration of the contract. The backup, code and source files will be delivered in full to client on closing of the contract.
 The contracted company / consultant will have an automated testing system that checks for broken hyperlinks on the site.
 The contracted company / consultant will verify regularly that the site is up and running, and will revert to the back up whenever necessary.
 Monitor the server logs to see most popular pages, downloads, and generate regular reports
 Manage project interactions

REQUIRED SKILLS AND EXPERIENCE

The company /consultant should demonstrate and provide examples of previous experience in the performance of similar services as follows:

 Adequate knowledge and at least five years of progressive experience with web design proven through portfolio of designed products
 Strong experience in developing in common and widely used open source platforms, such as Drupal, Joomla, WordPress, etc.
 Expert knowledge of HTML, Java Script and CSS;
 Expertise in Adobe Photoshop, Illustrator, In-Design And Dreamweave
 Understanding of End Users’ needs to match with adequate technical solutions.
 Strong track record in web site design; security and administration; Google analytics;
 Search Engine Optimization.
 Excellent attention to detail

SELECTION PROCESS

Each application package should include the following:

 An application letter addressing the selection criteria including how the consultant’s previous experience matches the consultancy objectives as well as the interest for the position. It should also indicate the candidate’s availability and consultancy rates. The letter should be no longer than two pages;
 Financial proposal based on the deliverables outlined in the TOR; the lump-sum fee which
you propose for the consultancy should indicate the breakdown of all costs (design and maintenance).
 A sample of recent work (e.g. web links to previous work);
 Updated CV including relevant work experience and qualifications
