The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organisation with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavours to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. Established in 1863, the ICRC is at the origin of the International Red Cross and Red Crescent Movement.

The ICRC Delegation in Azerbaijan is seeking candidates for the position of:

Legal Advisor 1  (İnternational Humanitarian Law)

Main responsibilities:

As a member of the Integration and Promotion of Law (IPL) Department team and working under the direct supervision of the Legal Adviser 2, the Legal Advisor 1 coordinates ICRC activities related to the promotion of international humanitarian law (IHL) among academic circles, studying of national implementation of IHL, as well as assists the IPL department in providing legal and policy advice to the ICRC Baku Delegation, contributing to the implementation of its objectives, including support to its humanitarian operations and the advancement on the implementation and respect of International Humanitarian Law and other relevant bodies of law.

The Legal Advisor 1:

• is in charge of planning, organising and implementing the activities related to the promotion of IHL within academic circles nationally and internationally.
• He/she contributes to the assessment of the needs of the target population and the delegation and participates in setting the strategies and objectives. He/she participates in drafting of the PfR texts and budgets related to academic circles.
• He/she follows legal development in the country related to the activities of the ICRC and contributes to providing advice to the delegation in all legal matters.
• He/she contributes to organizing IHL and other IPL events, communicates and makes various presentations on IHL and legal matters.
• He/she contributes to the internal and external reporting on IPL related activities and legal analysis.
• He/she maintains contacts with the interlocutors relevant to the promotion of IHL in academic circles.
• He/she follows up the expenses of the activities related to her/his files, following administrative and logistical procedures and rules.
• Advises on legal issues related to delegation objectives and carries out research on national legislation whenever needed.
• Provides oral and written translation to/from English when necessary for the IPL Department activities.

Minimum required knowledge & experience:

• High Law Degree from a reputable university.
• 3-5 years’ experience in a similar field of activity
• Fluent in written and spoken English and Azerbaijani. Knowledge of Russian would be an advantage.
• Good rigor, method and analytical skills
• Good negotiation skills
• Very good communication skills
• Very good knowledge of political, social and cultural environment, in particular in relation to legal issues in Azerbaijan

• Working experience in government or the judicial sector is an advantage.
• Teaching/dissemination experience, including at academic level.
• Connections to government and academic circles, including own network of interlocutors (actors of influence) is desirable.

This is a full-time position with a duty station in BAKU that requires travel to other countries up to 30% of their time.
