JOB DIMENSIONS

Absheron Early Production Scheme (EPS) is an early development phase to target a first gas production in 2020. The Full Field Development will be envisaged depending on the results of EPS well ABD001.
JOCAP will manage the EPS phase through a Technical Services agreement with TEPAb who will conduct on its behalf both Drilling operations and subsea EPC Project and through an EPCI contract with BOSSHELF for the receiving facilities and tie-ins for the oil rock facilities.
Absheron development reference agreements are PSA, JOA and addendums.
Based in Platform EPCI Contractor premises in Baku, Project Engineer will oversee and coordinate Contractor Procurement activities on purchased and assigned packages in close coorperation with CPY's engineering team. He must ensure the packages are delivered as per projects requirements and expectations, and that Project priorities are properly considered by both Contractor and vendor.
Project Engineer will be the focal point for EPCI contractor / subcontractors and vendors in Company team for routine procurement related activities.

ACTIVITIES

- Monitor EPCI Contractor's procurement activities (purchasing, assignment, expediting, testing and forwarding)
- Organize and expedite Technical document review within company organization
- Focus on Long Lead and Critical Items
- Review and comment Vendor's documentation, including consolidation of company specialists comments
- Expediting of engineering & vendor docs review by company team
- Coordinate inspections with QC team
- Ensure impact of detail engineering development are taken into account in the packages design
- Review Vendors' Variation claims and Resolution of disputes between vendor / EPCI / company and seek advice and guidance from JOCAP PSC Directorate.
- Ensure the final documentation is compiled according to project specifications
- Control the quality of procurement reporting and achieve EPCI PSR consistency and up-to-date information along the execution phase
- Monitor Vendors reporting and milestones & progress achievements
- Coordination of meetings with Vendors / EPCI contractor / company team
- Ensure EPCI expediting and surveyance process is respected
- Coordinate Company audits of Vendors in conjunction with JOCAP PSCD, related to procurement activities.
- Follow-up on procured equipment Certification and Importation requirements.
- Any procurement (purchasing & contracts) / supply chain (stock control, inventory, logistics and etc.) activities shall be reported to JOCAP PSCD and relevant advice and guidance shall be requested.
- All procurement activities shall be in compliance with PSC Procedures and Processes.
- Project Engineer shall provide weekly reports to JOCAP PSCD on any procurement related activities.

HSE RESPONSIBILITIES

 Comply with the Activities described within the HSE Management System
 Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work
 Know responsibilities to environmental issues in the work areas
 Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the performance of his own task

As such his duties and areas of authority are:

 Follow HSE instructions given by Managers and supervisory personnel
 Assure of the safety of his work site before commencing work
 Take the necessary measures to avert immediate threat of danger
 Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution
 Use tools, equipment and their safeguards correctly
 Use the provided means of personal protection correctly
 Leave the workplace behind correct and orderly, upon job completion – enforce the Company Clean Desk policy
 Report any anomaly, abnormal conditions and near miss to supervisor
 Participate actively in HSE meetings, safety talks, tool boxes, training sessions and drills
 Co-operate actively in the execution of the HSE plans
- Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor
In addition ensure Vendors reports include HSE KPIs and accurate reporting in HSE section.

CONTEXT AND ENVIRONMENT

Absheron gas and condensate field is located offshore approximately 100km south of Baku, and 30km away from the Oil Rocks hub of SOCAR where EPS production will sent through a subsea pipeline.
Article 6.1 of the PSA states that SOCAR and TOTAL shall establish a non-profit joint Operating Company equally owned by SOCAR and TOTAL. JOCAP is since 1st August 2018 the Operating Company for the EPS and further phases if any.

Main challenges identified for the Fabrication Lead:

- Absheron EPS Project is a fast track project with aggressive planning until First Gas
- Absheron EPS Project is developed in a new entity (JOCAP) and all procedures/actions have to be created ACCOUNTABILITY
- ensure that all procurement deliverables are timely issued and fit for purpose
- be responsible for validating the equipment qualification status (procedure / program / report)
- remain the correspondent for any engineering or contractual problem occurring with vendor supplied items during the engineering / construction / installation / commissioning phases
- work in close cooperation with engineering team and JOCAP PSCD and report to Engineering Lead

QUALIFICATIONS / EXPERIENCE / SKILLS

- Experience in Procurement services and Expediting
- Contract engineering knowledge
- Experience with itemized and bulk material procurement
- Excellent communication skills in English, Russian and Azerbaijani, both written and verbal
- The ability to successfully collaborate within a multi-cultural environment
- Able to understand, evaluate and apply technical information
- Work experience in EPC and international projects environment
