Job Summary

Grand Logistics Center, LLC, requires a highly motivated Health, Safety and Environment Specialist / Officer with excellent analytical, communication, organizational and interpersonal skills to support our Baku operations. 
The full-time position is located at our Baku facility.
The position initially reports directly to the HR & Administration Manager with further reporting to company CEO and with indirect reporting to Group HSE Manager.
Health, Safety and Environment Specialist / Officer are responsible for understanding and Implementing the HSE Management System. Liaising with local contractors, and agencies regarding HSE. Assessing the local risks. Generating local HSE procedures, work instructions and checklists as required. Monitoring compliance to policies, standards and procedures. The duties and responsibilities may change from time to time without notice and include but is not limited to the duties described below.

Duties and Responsibilities

• Provide direct HSE support to main operations facility in Baku. Other travel within Azerbaijan maybe needed based on specific project requirements.
• Analyze the work environment and develop programs designed to control, eliminate, and prevent occupational disease and / or injury and / or environmental harm caused by physical, chemical, biological agents or ergonomic factors. Must be able to align these with the organization’s requirements in order to maintain consistency.
• Provide technical support to front line leadership on matters related to occupational safety, environmental compliance.
• Conduct field and site inspections to enforce adherence to laws, regulations and employer policies governing occupational safety and environmental compliance.
• Prepare reports for use by company personnel and regulatory agencies.  Provide HSE support services to logistics operations.
• Prepare and provide site inductions for  company, contractors’ employees and visitors
• Monitor HSE action tracking registers until actions effectively closed out
• Develop and manage initiatives to promote a proactive health and safety culture, including processes designed to increase employee involvement, education, and recognition by participation in safety trainings, “tool box” talks, incident investigations, occupational health matters and compliance auditing.
• Investigate incidents and non-compliance events to determine contributing factors and recommend remedial action to prevent reoccurrence.
• Develop, update necessary HSE policies, procedures and deliver regulatory required training related to health, safety, and environment.
• Prepare HSE Management Plan, HSE Management Procedure, Environmental Management Procedure, Potential Risk Register, Potential Risk Mitigation Plan, HSE Audit Plan / Procedure and any other HSE related documents.
• Perform other duties as assigned by Line Manager.


Minimum 3 years’ experience in related field preferably within logistics or international organization operations. MS’s and/or BA diploma in engineering, science or equivalent. Excellent knowledge of State / Government, and local HSE regulations. Excellent organizational, analytical and time management skills. Ability to work with little or no supervision. Understanding of freight forwarding/logistics operations requirements. ISO-14001 certification of EMS will be considered as advantage. Knowledge and proficient implementation skills in software tools such as Microsoft Office and other database applications specifically in MS Excel.


Must be proficient in serving as a change agent within the operating environment and working with the organization/management to improve HSE performance. Ability to use project manager tools such as “Asana”. Experience in freight forwarding and logistics operations (such as heavy lifting / handling operations) will be considered as advantage. Good team skills to be able to work with others. Ability to coach, teach and counsel and be comfortable speaking to groups. Must be able to work independently without day-to-day supervision. Ability to fully carry out instructions. Multitasking ability. In addition to environmental expertise, must also be proficient in recognizing and reducing health and safety risk.  Must be comfortable in dealing with H&S issues in the operating environment and working with all levels of employees (from front-line crew employees to senior management). Ability to provide flexible judgement and solutions to concerns and/or opportunities. Excellent verbal, written, interpersonal skills are required for effective interface with all internal and external contacts.


Ability to work under operational pressure and play key role within crew. Ability to be accurate on commitments with internal and external clients and target deadlines.
