The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organisation with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavours to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. Established in 1863, the ICRC is at the origin of the International Red Cross and Red Crescent Movement.

The ICRC Delegation in Azerbaijan is seeking candidates for the position of:

Armed Forces and Security (FAS) Consultant


The Consultant has the prime responsibility for contributing to the dialogue of the ICRC delegation in Azerbaijan, with the Azerbaijani Armed Forces and, where applicable, security forces, internal troops, and civil defence (hereinafter collectively referred to as Armed and security forces) The consultant will contribute to the implementation of specific projects and programs, develop and maintain contacts with arms carriers, security forces and authorities as well as with other external interlocutors.

Main Duties and Responsibilities:

• Advise and support the delegation on its dialogue with the AAF.
• Provide the delegation with analysis on how to achieve specific objectives.
• Support delegation’s efforts to integrate international humanitarian law (IHL) into AAFF curricula.
• Under the supervision of the FAS Delegate, the consultant contributes to the implementation of the FAS program.
• Organizes workshops and other specialized training sessions for the Armed Forces carried out by the FAS delegate and undertakes translations;
• Provides training sessions to officers of the Armed Forces, incl NATO
• Conducts dissemination sessions on ICRC Work and Mandate and Humanitarian Principles to a variety of target audiences,
• Ensures timely reports for the sessions conducted and other projects undertaken,
• Independently creates, maintains, develops and feeds a database containing various levels of military and police authority contacts or other relevant external interlocutors (military or police attachés, NGOs, NATO systems, etc.): Support the delegation by identifying key interlocutors and facilitating dialogue with them.
• Represents the ICRC at his/her level of expertise (dissemination, training of arms carriers),
• Upon request, takes notes during meetings and conferences, and drafts reports based on them.
• Undertakes any other duties, both professional and administrative, that are consistent with the overall responsibility for the post or as may be requested by his/her supervisor,

Competence/ personnel profile & Experience:

• Bachelor Degree or equivalent higher education degree in law, humanitarian action or similar field, military background. Higher degrees an asset.
• Sound knowledge and experience in international humanitarian law would be an asset.
• Skilled training and instruction abilities.
• Sound understanding of military structures,
• Prior experience in the humanitarian field (5-7 years) involving networking and maintaining relations.
• Ability to learn & adapt, as well as to plan – organize – execute and assess.
• Ability to produce written analysis on political and military developments.
• Ability to analyze situations, identify problems and suggest solutions.
• Analytical and writing skills, with a strong ability to synthesize information
• Creativity, initiative, and the capacity to formulate and support implementation of strategies
• Ability to translate complex questions into practical action
• Ability to work independently and interact with numerous colleagues or interlocutors
• Ability to work under pressure and priorities
• Developed organizational ability
• Strong sense of responsibility and adaptability
• Developed team spirit

Professional experience

• Retired with a military rank not lower than major
• Service is an operational branch of the military preferable
• At least 5 years relevant professional experience
• Experience in education and training
• Good knowledge of the geographically assigned environment


• Computer proficiency
• Fluency in both English and Azerbaijani (spoken as well as in reading and writing). Russian is an asset
• First-rate oral communication and interpersonal skills; ability to adapt to and connect with military audiences

This is a part-time Consultant position for initially six months period (renewable) based in BAKU Delegation.
