Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The project’s objective is to contribute to better migration management and regional cooperation in Azerbaijan, the Commonwealth of Independent States (CIS) countries and beyond, through the establishment of a Regional Training Centre on Migration (RTCM). In this regard, the project will pilot the establishment of a Regional Training Centre on Migration (RTCM) under the SMS of the Republic of Azerbaijan. While the RTCM will be based in Baku, Azerbaijan and managed by the SMS, the RTCM is expected to serve all countries in CIS region and other countries including Georgia, Ukraine, Turkey and Iran.

In order to achieve the project objective, the project will conduct an assessment of the existing training capacities and needs in Azerbaijan and targeted countries. Based on the findings of the assessment, the project will support its partner agencies with a step-by-step roadmap for the establishment of a RTCM. The roadmap will include full guidance to the SMS on establishing the training facility as well as on supporting regional capacity development on migration. The project will make initial steps to facilitate the implementation of the roadmap through developing a regional training curriculum on migration and setting up an e-library in the RTCM. The project will finally support the creation of a regional pool of trainers, who will further cascade the training in Azerbaijan and two other partnering CIS countries

Under the overall supervision of Chief of Mission, and direct supervision of Senior Project Assistant ,in close coordination with the Regional Technical Specialist based at the Regional Office in Vienna, the successful candidate will be responsible for providing support in the implementation of activities.

Core Functions / Responsibilities:

• In close coordination with Senior Project Assistant, monitor and implement project activities according to the workplan, the agreed timeframe and budget
• Draft project reports (narrative and financial) in line with the reporting schedule and donor recrements/ templates as well as project related correspondence
• Consult with Senior Project Assistant and CoM in case of obstacles during project implementation. Support the Senior Project Assistant, Resource Management Staff in monitoring of the project budget and financial expenditures
• Under the supervision of Senior Project Assistant coordinate with LEG department for any adjustments in the agreement’s terms and conditions, and follow up on implementation compliance with the provisions of the agreements
• Coordinate all logistical and administrative arrangements of project activities such as conferences, trainings, workshops, study/field visits, research etc
• Follow up on donor requirements, and ensuring project activities and outputs are done in accordance with IOM policies, rules and procedures
• Proactively monitor the project implementation progress, and communicate any deviations to relevant stakeholders for timely and corrective action
• Maintaining open communication with project stakeholders (both internal and external);
• Participate to the project evaluation, audit and lessons learned
• Provide general assistant in development of new project proposal and concept note drafts
• Any other task as might be assigned by the Senior Project Assistant or Chief of Mission.

Required Qualifications and Experience

Education:

• Completed secondary/high school education with at least 4 years of relevant work experience in the area of project implementation and reporting, or;
• University degree in International Law, International Relations, Political Science, Social Science from an accredited academic institution with 2 years relevant work experience in the above fields.

Experience:

• Experience in UN system or international organizations.
• Prior experience in functions relating to project implementation.
• Experience in liaising with governmental and diplomatic authorities, other national / international institutions
• Good knowledge of IOM financial rules, procedures and processes.
• Experience in drafting reports, writing papers, briefings.
• Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis an added advantage.

Languages:

Fluency in Azerbaijani and English and working knowledge of Russian

In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
