Water & Habitat Engineer – Location in BARDA (3 Positions)

About the Job

The Water & Habitat Engineer plans, designs and implements engineering projects within the scope of the ICRC’s Water and Habitat activities with supervision and coaching from his/her line manager. The projects are defined and based on technical needs assessment and can cover:

• Emergency water, sanitation, housing in temporary accommodations.
• Emergency support for housing and rehabilitation works for public buildings (schools, health posts, kindergarten).
• Repairs of water (drinking/irrigation, sanitation and electrical systems) or with contractors or through support of the technical state agency in charge (Melioration, Azersu, Azerishiq) in villages.
• Restart/continuation of the pilot project on water (irrigation and drinking) as part of the Water Mobilisation Strategy.
• Continuation of the COVID emergency support as needed especially in schools

He/She monitors on-site works, carries out needs assessments and surveys, and plans new projects. He/She prepares all needed documents for design, purchase and contracting as well as reporting and evaluation using ICRC procedures and tools. This is a full-time position for an employment contract of one-year duration with a duty station in BARDA.

Duties and Responsibilities

• Draws up documents (drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary.
• Supervises small numbers of contractors working on project sites and conducts quality control of infrastructure installed by the ICRC.
• Creates project files in electronic databases (such as the WatHab Project Assistant application) and keeps them up to date.
• Prepares implementation/progress reports.
• Provides regular information to colleagues on security, stakeholder issues and site progress.
• Manages project purchasing on labour and materials according to the delegation's financial rules.
• Administers hand-over of ICRC-provided infrastructure to end-users.
• Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC.
• Uses results-based management to evaluate project implementation.
• Helps identify needs through assessments and surveys.

Desired Profile and Skills

• High Education (University or Institute) in engineering or a related field.
• 3-5 years' professional experience in a related field of activity.
• Good knowledge of water and sanitation and/or construction engineering.
• Very good computer literacy.
• Good rigor, method and analytical skills.
• Very good interpersonal and communication skills.
• Very good command of the English and Azerbaijani languages.
• Experience working in an international environment and/or an international organization is a strong asset.
• Cultural awareness and commitment to encourage diversity and inclusion in the workplace.
