Under the direct supervision of the Chief of Mission (CoM), in close coordination with the Senior Regional Resources Management Officer (SRRMO) and in cooperation with the Department of Resources Management (DRM) and relevant units at Headquarters (HQs) as well as the Administrative Centres in Manila and Panama, the National Resources Management Officer (NRMO) is responsible and accountable for coordinating the budgetary, financial, human resources and administrative functions of the Mission.

Core Functions / Responsibilities:

1. Coordinate and monitor financial activities in the office, including financial expenditure and accountability; undertake financial analysis of projects in the Mission in accordance with established IOM regulations and procedures.
2. Coordinate, review and prepare (if needed) budgets and financial reports for donors and others, and financial analysis of projects and programmes in accordance with IOM and donor reporting requirements; carry out budget control process and analyze variances between budget and actual expenditures.
3. Coordinate with Project Managers in relation to budgetary and project administration issues;
4. Verify Project Managers comply with instructions of IOM and relevant permanent instructions for the whole mission as well as with donor’s reporting requirements and inform the CoM of any discrepancies
5. Monitor and train staff on IOM's administrative/financial policies and procedures; evaluate regular financial reports and take action to resolve anomalies and unusual trends
6. Liaise with relevant units at Headquarters (HQ) and the Regional Office (RO) in Vienna, as well as relevant external counterparts regarding the financial activities of the Mission; report regularly on the financial situations of the Mission and provide other information as necessary.
7. Coordinate other units on matters related to IOM administrative issues, local institutions and regulations and human resources problems with a view to increasing their effectiveness.
8. Forecast cash flows and treasury according to activities in the Mission and ensuring daily control of funds disbursed; ensure funding is received in accordance with donor agreements.
9. Coordinate and provide recommendations on procurement and logistic services, and ensure that related IOM policies on procurement incl. vendor management are implemented.
10. Ensure that appropriate and up-to-date filing system(s) is maintained by the Resource Management - documents/reports/guidelines project funding requests.
11. Assist the Chief of Mission in managing the human resources functions and processes and make recommendations on recruitment, retention, promotion, and separation of local staff. In line with the HR Polices.
12. Suggest and implement adequate internal controls as per IOM standards.
13. Prepare the monthly payroll for national IOM staff and ensure that salaries are correctly allocated to projects consistent with IOM's projectization criteria as well as and compliance with IOMs rules and regulations.
14. Perform such other duties as may be assigned.

Required Qualifications and Experience


• Bachelor’s Degree in Finance, Accounting, Business Administration, Management or related field from and accredited academic institution with at least 5 years of professional experience or;
• High School Diploma with at least 7 years of relevant professional experience.
• Professional certification as Chartered Accountant or Certified Public Accountant is an advantage.


• Experience in financial management, accounting, and budgeting;
• Familiarity with financial oversight and public administration;
• Experience preparing reports, budgets, statistics and coordinate administrative activities;
• Good knowledge of human resources management;
• Knowledge of IOM/UN Common System regulations, policies and procedures is an advantage;
• Experience with international institutions knowledge of International Public Sector
• Accounting Standards (IPSAS) and SAP is highly desirable;
• Knowledge of IOM/UN accounting systems, software and procedures is an advantage
• Experience in liaising with governmental and diplomatic authorities as well as with international institutions;
• Knowledge of MS Office products, and good computer literacy skills required


• Effectively applies knowledge of relevant financial discipline;
• Develops/ follows internal control procedures to prevent fraud and mismanagement;
• Ensures application of institutional financial policies and guidelines;
• Advocates incorporation of financial considerations into processes and procedures;
• Effectively applies knowledge of relevant Human Resources theories and practices, and recognizes their application within existing IOM processes;
• Delivers Human Resources solutions customized to the needs of IOM;
• Adapts best Human Resources practices to the requirements of IOM to facilitate the achievements of strategic objectives.


Fluency in English and Azerbaijani is required. Russian is desirable
