Introduction:

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. In 2001, Azerbaijan became an IOM member state through the formalization of cooperation between IOM and the Government of Azerbaijan. More information is available at https://azerbaijan.iom.int/

Background Information:

The overall objective of the project is to increase livelihood and access to water resources of rural communities in Azerbaijan enhancing energy-free & sustainable water supplies for agricultural productivity and consumption purposes, developing gender-balanced community based water supply management, increasing the irrigation water supply to rural communities, promoting the self-employment and income-generating activities in target and promoting Kahriz concept as a sustainable, community-driven and energy free water supply. The project that will be implemented in close cooperation with the Government of Azerbaijan will complement efforts of the Government to foster socio-economic development of rural communities in the selected districts, highly populated by IDPs, by improving access to safe drinking and irrigation water supply.

Context:

Under the overall supervision of the Project Coordinator, and under the direct supervision of the Senior Engineering Assistants and in regular coordination/consultation with the other technical staff, the Field Engineer will manage and supervise the field drilling and rehabilitation work, instructing the field workers and kankans, assisting in the logistics of the exploration drilling and rehabilitation work.

Tasks to be performed under this assignment:

• Study of design estimate documents composed for exploration - drilling and rehabilitation works;
• Conduct site inspections during drill rig mobilization /demobilization, site preparation, rigging up and down, site fencing and site clearing, inter-site mobilization, etc.
• Maintain updated information about Kahriz users, local communities, administrative structures, construction organizations, trade networks and other third party related to the project;
• Provide toolbox talks(safety meeting) on a daily basis and strictly monitor the observance of safety rules by the KRG;
• Directly monitor the compliance of the rehabilitation work carried out by the KRG with the project and technical standards on site;
• Assist in resolving technical problems in rehabilitation work in consultation with the Senior Engineer's Assistants;
• Carry out daily instruction of operators working with vertical drilling and horizontal drilling equipment, organization and control of drilling works;
• Collect necessary information by performing necessary measurements on the basis of assignments given by the Senior Engineer Assistants;
• Assist in the preparation of the necessary technical documentation;
• Inform the Senior Engineer Assistants on a daily basis about the progress of the rehabilitation work progress;
• Perform other assigned tasks, as deemed necessary

Qualifications and experience

The consultant is expected to have the following competencies and personal qualities:

• Completed High School/Secondary School education from an accredited academic institution with minimum 6 years’ professional experience or competed bachelor’s degree in the field of engineering or related field with at least 4 years’ relevant experience.
• Professional experience in the field of water engineering.
• Knowledge and experience of kahriz is an advantage.
• Solid knowledge of PCs and MS Office Software (Word, Excel, Outlook, Power Point, etc.); knowledge of GIS and other designing related software is an advantage
• Prior experience of working within the UN Common System or in an international/non-governmental organization a distinct advantage.
