The consortium of GOPA Consultants and DSF are providing the consulting services for the implementation of the project “Establishment and Sustainable Development of the Zagatala-Balakan Biosphere Reserve” (hereafter “The Project”) conducted by Ministry of Ecology and Natural Resources of the Republic of Azerbaijan in cooperation with KfW Development Bank. The Project provides financial resources for establishment and sustainable development of the Zagatala-Balakan Biosphere Reserve (BR).

The project intervention logic is that by improving the technical quality of management plans (output 1) and financing investments to implement them (output 2), the project will improve the overall management of ZSNR (part of the programme objective). By reaching out to adjacent communities (output 3) and offering attractive investment models, socio-economic conditions will improve (part of the programme objective) and beneficiaries are willing to cover 10% of the investment costs (success indicator). Better ZSNR management and socio-economic improvements in communities will be linked by a consultative process to establish a Biosphere Reserve (BR, output 4) with sustainable financing coming from eco-tourism development in or near protected areas (output 5).


The Procurement Specialist will be supervised by the PIU Director and will work closely with the Project Implementation Unit (PIU), to deliver relevant outputs under the Biosphere Reserve (BR) project. The Procurement Specialist is responsible for provision procurement services of the BR project. He/she reports to PIU Director, respective National Coordinator and Financial Manager. The scope of work and responsibility of the Procurement Specialist comprise of:


• Prepares procurement plans and budgets based on the project's annual work plan and budget and ensures its implementation after appropriate approval;
• Prepares and announces sets of quotation requests and conditions, depending on the amount for procurement;
• Accepts bids from vendors, conducts initial evaluation and submits a report to the Tender Commission;
• Negotiates with winning vendors, agrees terms and ensures contracts to be signed;
• Ensures safety, quality and compliance with the rules in the procurement process;
• Supports the development of the procurement knowledge and skills of the project team and project participants involved in the procurement process;
• Implements its procurement obligations in accordance with project management rules;
• Performs other tasks related to procurement management assigned by the Project Director


The Procurement Specialist should have at minimum:

• Higher education in economics and management
• At least 3 years of experience in project procurement
• Strong analysis, analytics, negotiation, project management skills
• Accuracy
• Ability to communicate
• Ability to work well in MS Office programs
• Strong command of English
