SOS Children Villages - Azerbaijan" Association was founded in 1999 according to the agreement signed between SOS Children’s Village International” and Azerbaijan government. The main purpose of the organization is providing family based care to the children deprived from parental care as well as implementation of different activities aimed to provide children social welfare. Currently a number of social and educational projects successfully have being implemented within SOS Children's Villages Baku and Ganja.

“SOS Children’s Villages – Azerbaijan” has been implementing Child Protection Policy based on UN Convention on Child Rights. We are now searching for a committed and strong personality eager to make a change for children by supporting our work in the position of a National Director.

The National Director leads, manages and develops the National Association (NA) as its chief executive, ensuring effective delivery of programmes and services to children and young people, families and communities within the frame of the international SOS Children’s Villages organisation’s vision, mission, values and strategy. Through seeking governmental subsidies and funding, international/national grants as well as through fundraising he/she maximises the financial self- sufficiency of the National Association (and the ability to financially support other National Associations) according to the potential in the country.

YOUR TASKS AND RESPONSIBILITIES:

- Lead the strategic planning/positioning processes of the association to ensure sustainability and relevance of the association’s work.
- Ensure the operational effectiveness of all programmes and guarantee child-care quality according to the organisation’s defined standards.
- Ensure the effective and sustainable management of the national association’s financial and other resources.
- Build the human capacity of the association to ensure its long-term growth and stability.
- Ensure strong local rooting by promoting the association’s local integration and by building recognition at all levels in the country. Strengthen the affiliation to the international SOS federation by participation in and contributing to international processes.
- Promote and manage an appropriate image of the organisation both internally and externally, using our values, standards and guidelines as the basis for shaping the brand.
- Ensure the implementation of agreed SOS Children’s Villages International standards.
- Facilitates the strategic planning process under the direction of the board (or guided by the board), involving the national management team and other key staff in identifying priority areas and setting plans and objectives.
- Applies the internationally agreed brand development concept in national strategy, planning and implementation.
- Implements an efficient performance management and human resource development system that guarantees the development of all co-workers and the identification of talents. Promotes accountability at all levels of the national organisation.
- Leads and manages the association's national management team and builds an effective national office team, providing guidance and support as necessary
- Ensures that resources are focused on building strong facilities and programmes. Ensures review and evaluation of programmes and facilities to ascertain that agreed plans and policies are implemented and provides capacity building and technical support as needed.
- Ensures planning and budgeting
- Implements and monitors the internal control system; reviews key figures and financial reports.
- Ensures realisation of annual financial statement and external audit report.
- Promotes long-term-stability and financial self-sufficiency by pursuing support from government and private sources with the aim of maximising the fundraising potential in the country.
- Supports the development and implementation of well structured and sustainable fundraising plans and strategies, and grant applications. Supports public relations/ marketing activities as necessary and ensures that an appropriate image of the organisation is portrayed.
- Establishes sound relationships with relevant government authorities, ensures appropriate representation of the organisation’s views and seeks government recognition and support for SOS Children’s Villages work.
- Builds partnerships with non-governmental organisations (NGOs) who work for the rights of children without parental care or at risk of losing their parental care.
- Pursues advocacy objectives within NGO child rights forums and in partnership within other NGOs, joining together to bring our mission for children to life. Establishes and maintains contacts with the media to promote the organisation’s positions on various children's topics.

CHILD SAFEGUARDING (CS)

- Responsible for implementation and management of SOS Child Protection Policy in National Association and for reporting to the national Board
- Responsible for leading the CS team at national level
- Ensures that co-workers and programmes do no cause harm to children and young people and that they are not exposed to the risk of harm and abuse
- Responsible to report any concerns the organisation has about children’s safety in its programmes and within the communities to the appropriate authorities
- Ensures that co-workers act within national law, Child Protection Policy, Code of Conduct and other child safeguarding requirements
- Makes sure that child safety is not compromised by activities in the area of fundraising or donor relations. All partners/donors are informed of CS approach and are asked to respect it
- Responsible to commission internal investigations upon need
- Takes decision to close all incidents managed by national CS team

YOUR PROFILE:

- Degree in business administration, education, a relevant social science discipline or similar
- Minimum 3 years (preferably 5 years) leadership experience at a senior management/ executive level in a larger or complex organisation, preferentially within the NGO or public sector
- Prior experience in one or more of the following functional areas: human resource management, finance, marketing, social services provision, education management, community development
- Strategic orientation and entrepreneurial attitude: able to think globally, shows high-level analytical & conceptual abilities, able to identify opportunities for growth and develop organisational strategies
- Leadership: able to build effective teams, motivate high performance, and generate commitment to organisational goals
- English language fluency in addition to the national language
- Hands-on computer software skills (MS Word, MS Excel, MS Power Point etc.)
- Readiness to travel nationally and internationally as required
- Child rights & child development: Working knowledge in the area of child rights, child protection, child development and family & community development.
- People development: driven to improve others; track-record in coaching & mentoring staff, delegation skills, giving/ receiving feedback and identifying development opportunities of co- workers.
- Communication: high-level written and verbal communication/ presentation skills; ability to communicate effectively with partners and staff at all levels; ability to represent the organisation externally.
- Functional skills: financial management (overview); HR management (working knowledge); project cycle management - planning, implementing, monitoring & evaluating (high level); change management (high level).
- Experience/knowledge in Fundraising and marketing and in applying for public funds (grants & governmental subsidies)

WORKING CONDITIONS:

• Full time employment contract - 5 days working week, from 09:00 till 18:00;
• Address: Baku, Str. 137/1 Nizami (orientation Chinese Embassy)
• Registration of employees according to the labor legislation of the Republic of Azerbaijan.
